MacKay, Peter Cramton, Axel Ockenfels and Steven Stoft say the current \u2018pledge and review\u2019 approach to cutting carbon emissions should be replaced with a co-operative approach. (\u2026) \u2018If some nations sit back and rely on others\u2019 efforts, the incentives for anyone to act are weakened.\u2019 (\u2026) \u2018Negotiations need to be designed to realign self-interests and promote co-operation.
